Supplemental jurisdiction be declined over Plaintiff's state law claims, and those claims be DISMISSED without prejudice to refiling in state court. Plaintiff's "Emergency Motion for Temporary Restraining Order and Preliminary Injunction" (Doc. #17 ) be DENIED.
