ORDER. If Petitioner intended to file this case in state court, or concedes that this Court lacks authority to mandamus a state official, a notice of voluntary dismissal must be filed by 8/31/2023. The Clerk of Court shall forward to Petitioner an in forma pauperis application packet for use by a state prisoner. Petitioner shall have until 8/31/2023, to file a proper in forma pauperis application, supported by his financial affidavit, signed Prisoner Consent Form, and a copy of his inmate bank account statement for the preceding 6-month period of time, or to pay the $402.00 filing fee.
