ORDER granting 18 Motion for Summary Judgment as to Counts III and IV, alleging violations of 42 U.S.C. § 1983, of Plaintiff's Complaint (Doc. 1-2). Those claims are DISMISSED WITH PREJUDICE. Because the federal ques tion claims are dismissed, the Court declines to exercise its supplemental jurisdiction under 28 U.S.C. § 1367(c) over the remaining state law claims, which are REMANDED to state court.
