June 18, 2019 Opinion or Order Filing 8 PAPERLESS ORDER granting in part and denying in part #7 Motion for Extension of Time to Amend. Petitioner's motion for extension of time is GRANTED in part so that Petitioner is required to submit an amended complaint within 30 days, on or before July 18, 2019, which complies with the Rules governing these proceedings. This Court ALSO CONSTRUES Petitioner's "Objections" #6 as a motion for reconsideration of the Court's prior order to amend. See #5 . Petitioner is advised that pursuant to 28 U.S.C. 2254(b)(1) habeas applications "shall not be granted unless it appears that the applicant has exhausted the remedies available in the courts of the state or there is an absence of available state corrective process or circumstances exist that render such process ineffective to protect the rights of the applicant." "The substance of a federal habeas corpus claim must first be presented to the state courts." Picard v. Connor, 404 U.S. 270, 278 (1971). In addition, Petitioner is required to present each claim separately "such that the reasonable reader would understand each claim's particular legal basis and specific factual foundation." Kelley v. Sec'y for the Dep't of Corr., 377 F.3d 1317, 1344-1345 (11th Cir. 2004). Accordingly, Petitioner's motion for reconsideration is DENIED.
