(Doc. No. #1 .) The plaintiff also submitted an in forma pauperis application that sufficiently demonstrates he cannot pay the full civil filing fee in advance "without undue hardship." The application (Doc. No. #2 ) is therefore GRANTED. As a threshold matter, the court must address whether venue is proper in this district. Accordingly, in the interest of fairness and in accordance with Section 1406(a), the Clerk shall TRANSFER this action to the United States District Court for the Southern District of Florida and close the case.
