P. 4 in pari materia, the court has the power to decline to issue summonses where the plaintiff is proceeding in forma pauperis and the court has yet to screen the complaint. See Trupei v. United States, 304 F. App'x 776, 777-79 (11th Cir. 2008) (per curiam). If the complaint is deficient, issuing summonses before the court screens it would frustrate the screening function of 28 U.S.C. 1915.
