ORDER DISMISSING HABEAS PETITION. The Petition [ECF No. #1 ] is DISMISSED for lack of subject-matter jurisdiction. All pending motions are DENIED as moot. Any demands for an evidentiary hearing are DENIED. Further, the Court has no authority to issue a certificate of appealability in this case. See Williams v.
