Motions to appeal in forma pauperis are governed by 28 U.S.C. 1915 and Rule 24 of the Federal Rules of Appellate Procedure. A proper motion to proceed in forma pauperis ("IFP") on appeal requires (1) an affidavit that (2) shows in detail the party's inability to pay or to give security for fees and costs, (3) claims an entitlement to redress, and (4) states the issues that the party intends to present on appeal. See Fed. R. App. P. 24(a)(1). Boyle's IFP Motion does not say which issues he intends to present on appeal. See generally IFP Motion [ECF No. #13 ]. Having failed to meet all of the requirements of Rule 24, Boyle's IFP Motion is DENIED without prejudice. Signed by Judge Roy K. Altman on 12/19/2023. (cps)
