August 7, 2019 Opinion or Order Filing 22 PAPERLESS ORDER denying without prejudice to re-file the #18 Motion. To the extent it seeks preliminary relief as to matters not already addressed by Report, see [ECF #17 ], those non-duplicative matters should be raised in a separate motion. Plaintiff is reminded that the Report has already addressed most of Plaintiff's concerns. Additionally, Plaintiff is warned that repeated filings on duplicative grounds shall be viewed as an abuse of the judicial process authorizing dismissal of this case. Signed by Magistrate Judge Lisette M. Reid (bca)
August 5, 2019 Filing 21 AMENDED COMPLAINT against Johnnie Colvin, Saint Lucie County Community Services, Saint Lucie County Sheriff, Eric Solomon, Mari Solomon, Kendra Fuller filed in response to #4 Order to Amend filed by Richard G. Orr.(ar2)
August 2, 2019 Opinion or Order Filing 20 PAPERLESS ORDER construing Plaintiff's #19 "Declaration" as a motion for extension of time to file the amended complaint. In this new filing, Plaintiff claims he is unable to file a timely amended complaint because he is being deprived access to legal envelopes pursuant to an internal jail policy that provides envelopes to pretrial detainees exclusively for their criminal cases. Plaintiff did not commit his allegations under the penalty of perjury. If he had, he likely would have to explain how he mailed the instant "Declaration" without access to an envelope. It appears Plaintiff also overlooks that he has had no difficulty mailing various filings in this Court. See [ECF 5; 6; 7; 8; 9; 12; 13; 18]. As Plaintiff's assertions are untrue, he does not need an extension of time to file an Amended Complaint. Signed by Magistrate Judge Lisette M. Reid (bca)

If Plaintiff sought to amend his complaint with this filing, he should instead file a separate action. Plaintiff shall be sent another copy of the form complaint. Clerk mailed a copy of DE#8 and DE#17 to Sheriff Ken J. Mascara, to promptly alert him of Plaintiff's concerns and so that any appropriate internal procedures may be followed. Objections to R&R due by 8/14/2019. Signed by Magistrate Judge Lisette M. Reid on 7/31/2019. See attached document for full details. (Attachments: #1 1983 Complaint Form) (fbn)
July 30, 2019 Filing 16 Clerk mailed the Complaint for Violation of Civil Rights (1983) form to the Pro Se filer per DE# 14 . (fbn)
July 30, 2019 Opinion or Order Filing 15 PAPERLESS ORDER denying without prejudice #13 Motion. This filing is duplicative of another filing in this case. See [ECF #6 ]. Additionally, it does not presently comply with the Federal Rules of Civil Procedure. See Fed. R. Civ. P. 65(b). To the extent any allegations are not duplicative of matters previously raised, Plaintiff may re-file in an amended version on or before August 5, 2019. Signed by Magistrate Judge Lisette M. Reid (bca)
July 30, 2019 Opinion or Order Filing 14 PAPERLESS ORDER denying #12 Motion for Extension of Time to Amend. Plaintiff stated, under penalty of perjury, that he needs additional time to amend his complaint because a fellow inmate took his writing paper and envelopes. However, the fact that Plaintiff mailed this motion and also an additional letter, see [ECF #13 ], undermines any indication that he is unable to prepare an Amended Complaint or otherwise lacks the materials to draft one. As such, the Amended Complaint must be drafted, signed, and mailed on or before August 5, 2019. Plaintiff is encouraged to use the form complaint mailed to him. A copy of the form complaint shall again be mailed to him. Signed by Magistrate Judge Lisette M. Reid (bca)
