Filing 20 PAPERLESS ORDER construing Plaintiff's #19 "Declaration" as a motion for extension of time to file the amended complaint. In this new filing, Plaintiff claims he is unable to file a timely amended complaint because he is being deprived access to legal envelopes pursuant to an internal jail policy that provides envelopes to pretrial detainees exclusively for their criminal cases. Plaintiff did not commit his allegations under the penalty of perjury. If he had, he likely would have to explain how he mailed the instant "Declaration" without access to an envelope. It appears Plaintiff also overlooks that he has had no difficulty mailing various filings in this Court. See [ECF 5; 6; 7; 8; 9; 12; 13; 18].
