The Petitioner filed a Motion to Reopen ("Motion") [ECF No. #4 ] after we dismissed his case as premature and for lack of exhaustion, see Order Dismissing Habeas Petition ("Order") [ECF No. 3]. The Motion is largely unintelligible and fails to identify how any of the citations the Petitioner relies on pertain to this case.
