Filing 4 ORDER DISMISSING COMPLAINT WITHOUT PREJUDICE. The Motion to Proceed In Forma Pauperis is DENIED WITHOUT PREJUDICE. The Complaint is dismissed WITHOUT PREJUDICE. The Clerk of Court is INSTRUCTED to CLOSE this case. All pending motions, if any, are DENIED AS MOOT. If Plaintiff decides to initiate a new case, he must either pay the $402 filing fee or file a motion to proceed in forma pauperis along with: a) A certificate concerning his/her prison bank account completed by an officer of the institution and b) A copy of his/her prison/jail account for the six-month period preceding the filing of the complaint, in accordance with the above quoted statute.
