Pro se litigants may receive notices electronically by filing the required consent form, but they may not file electronically. See Suarez v. As will be explained in a forthcoming Order, the current Complaint is subject to dismissal as a matter of law. It would thus be premature to seek volunteer pro bono counsel before the issues are properly framed and the case moves past the pleading stage. The VAP is most effective when legal and factual issues are crystallized. Accordingly, this motion is denied without prejudice to being refiled should this case progress beyond the initial screening stage and circumstances materially change. | Filing 14 PAPERLESS ORDER granting in part and denying in part #9 Motion for ADA Accommodation and Alternative Filing Method. Plaintiff's request to file documents by email to the Clerk's Office is DENIED. The Local Rules do not authorize represented or pro se litigants to file pleadings or other papers by emailing the Clerk. I am without authority to create an alternative filing channel outside the established Court CM/ECF filing system and governing procedures. While Plaintiff cites international mailing costs and alleged unreliability, the docket reflects that he has been able to timely file documents notwithstanding his overseas residence. Within the last month, Plaintiff has successfully filed seven documents in the record, which demonstrates his meaningful access to the Court's filing process as presently structured. Plaintiff's request to receive service of Court orders and notices via email is GRANTED. Plaintiff has consented to electronic service, and the docket reflects that electronic transmission of Court orders and filings to Plaintiff is being effectuated.
