September 2, 2026 Opinion or Order Filing 69 PAPERLESS ORDER denying Plaintiff's Motion for Leave to File Renewed Motion for Relief from Voluntary Dismissal under Rule 60(b) #68 . First, the Court already denied Plaintiff's Motion for Relief under Rule 60(b) 59 , and "there is nothing in the federal rules that permits a party to file multiple Rule 60 motions" to the same order, on the same subject. Khan v. Artivion, Inc., No. 21-CV-02291, 2025 WL 2743662, at *6 (N.D. Ga. June 4, 2025). Moreover, nothing in Plaintiff's Motion amounts to the "exceptional circumstances" required to invoke Rule 60(b), which the Eleventh Circuit has repeatedly said constitutes "an extraordinary remedy." Griffin v. Swim-Tech Corp., 722 F.2d 677, 680 (11th Cir. 1984). At this point, the Court has spent numerous judicial hours adjudicating frivolous motions filed by Plaintiff, despite continually warning Plaintiff, time and time again, to comply with Court instructions [see 14 (cautioning Plaintiff about the unwarranted designation of emergency motions); 20 (cautioning Plaintiff to comply with Court deadlines, instructions, and local rules); 29 (restricting Plaintiff from filing material without obtaining Court permission); 37 (reminding Plaintiff to comply with Court deadlines, instructions, and local rules; 49 (cautioning Plaintiff from filing "miscellaneous material via notices or motions on the docket, including unrecognized legal filings"); 61 (directing Plaintiff to "cease filing frivolous material on the docket")]. Under these circumstances, the Clerk shall place Petitioner on the RESTRICTED FILER LIST. The Clerk is DIRECTED to refuse any future complaints or petitions filed by Petitioner in a pro se capacity. Petitioner may bring a lawsuit as plaintiff or petitioner only if he appears through an attorney who is a member in good standing of The Florida Bar and the Southern District of Florida Bar (or is admitted pro hac vice). April 12, 2026 Opinion or Order Filing 31 PAPERLESS ORDER denying #26 Plaintiff's Renewed Motion for Temporary Restraining Order and Request for Expedited Response. First, Plaintiff does not satisfy the requirements necessary for the Court to issue a temporary restraining order without written or oral notice to the adverse party under Rule 65(b)(1) #26 . See Fed. R. Civ. P. 65(b)(1). Second, the conclusory statements made in the Renewed Motion for Temporary Restraining Order fail to establish a substantial likelihood of success on the merits of Plaintiff's defamation claims or to show clear and irreparable harm absent injunctive relief. See Siegel v. LePore, 234 F.3d 1163, 1176 (11th Cir. 2000) (noting that a "preliminary injunction is an extraordinary and drastic remedy not to be granted unless the movant clearly established the burden of persuasion as to each of the four prerequisites") (quotation omitted). Third, Plaintiff cites no circumstances "to justify overriding the strong public interest against imposing a prior restraint on speech and issuing a temporary restraining order or preliminary injunction as to speech that has not yet been found defamatory."
