On July 22, 2026, the clerk issued a summons for one of those agencies. #9 . Under Fed. R. Civ. P. 4(c)(3), the Court may order service by the U.S. Marshal, but such appointment remains discretionary unless a plaintiff proceeds in forma pauperis or as a seaman. The record reflects that Plaintiff paid the filing fee rather than seeking to proceed in forma pauperis. #3 .
