PAPERLESS ORDER: Plaintiff, proceeding pro se, moves for appointment of the U.S. Marshal to effect service on various federal agencies. #7 & #8 . On July 22, 2026, the clerk issued a summons for one of those agencies. #9 . Under Fed. R. Civ. P. 4(c)(3), the Court may order service by the U.S. Marshal, but such appointment remains discretionary unless a plaintiff proceeds in forma pauperis or as a seaman. The record reflects that Plaintiff paid the filing fee rather than seeking to proceed in forma pauperis. #3 . The Court denies the motions in #7 & #8 without prejudice as Plaintiff has not sufficiently explained why the Court should exercise such discretion and order service by the US. Marshal. Plaintiff remains responsible for timely service in accordance with Fed. R. Civ. P. 4(m).
