ORDER (1) GRANTING APPLICATION TO PROCEED IN FORMA PAUPERIS AND (2) DISMISSING COMPLAINT WITH LEAVE TO AMEND "Based on the foregoing, Plaintiff's IFP Application is GRANTED and Plaintiff's Complaint is DISMISSED for failure to state a claim. More specifically, pursuant to 28 U.S.C. 1915(e)(2)(B): (1) Plaintiff's 1983 claims against the State and 1983 claims for damages against Taylor and Ishihara in their official capacities are DISMISSED without leave to amend; and (2) Plaintiff's 1983 claims against the County and Taylor and Ishihara in their individual capacities, and 1983 claims for injunctive relief against Taylor and Ishihara in their official capacities are DISMISSED with leave to amend. If Plaintiff chooses to file a First Amended Complaint to attempt to cure the deficiencies identified above, he must so do no later than March 4, 2019. The Clerk of Court is DIRECTED to mail Plaintiff a copy of the courts pro se civil rights Complaint form.
