Filing 11 EO: On 10/21/2019 Plaintiff filed a document titled "Initial Request Waiver of Service." See ECF #10 . In the filing, Plaintiff asks for "waiver of service" and for a scheduling conference to be set on or no later than 11/17/2019. First, to the extent that Plaintiff asks for waiver of service, the Court does not effect service and cannot waive service on behalf of any defendant. It is Plaintiff's responsibility to effect service under Rule 4 of the Federal Rules of Civil Procedure.
