February 23, 2021 Filing 4 EO: On January 3, 2021, the court issued a Deficiency Order, noting that Plaintiff Scott Lynn Ballering had filed a civil complaint without paying the filing fee or submitting an application to proceed in forma pauperis. Plaintiff was given 28 days to either pay the fee or submit an IFP application. More than 28 days have passed, and the court has received neither payment of the fee nor an IFP application. The case is therefore dismissed for failure to satisfy the Deficiency Order. Given the present dismissal order, the Clerk is directed to close the case file. This order renders moot the scheduling conference scheduled for March 1, 2021, and the conference is cancelled.
