See Jiang v. Fang, No. CV 20-00100 KJM, 2020 WL 13252321, at *1 (D. Haw. July 22, 2020) ("Good cause may be found where the need for expedited discovery, in consideration of the administration of justice, outweighs the prejudice to the responding party.").
