ORDER DENYING WITHOUT PREJUDICE PETITIONER'S MOTION AND DECLARATION FOR LEAVE TO PROCEED IN FORMA PAUPERIS, ECF NO. 3 re #3 - Signed by JUDGE J. MICHAEL SEABRIGHT on 1/30/2024.... Because the court cannot determine whether Takeuchi satisfies the poverty requirement or requiring him to pay the $405 fee would render him unable to afford the necessities of life, the court DENIES without prejudice the IFP Application. The court takes no action on any present or future filings until Plaintiff pays the $405 filing fee or is granted IFP status in this district.
