MERIT REVIEW OPINION entered by Judge Sue E. Myerscough on 5/8/2017. Pursuant to its merit review of the Complaint under 28 U.S.C. § 1915A, the Court finds that Plaintiff states claims for the violation of his First Amendment right to free sp eech and Fourteenth Amendment right to procedural due process.
