TEXT ONLY ORDER denying #4 Motion to Request Counsel. When a plaintiff is eligible to proceed in forma pauperis, the court is required to dismiss the case at any time if the court determines the action fails to state a claim on which relief may be granted. 28 U.S.C. 1915(e)(2)(B)(ii). Upon further review of the complaint and #4 Motion to Request Counsel from Plaintiff, the summonses are recalled and quashed, and the complaint is dismissed pursuant to Federal Rule of Civil Procedure 8(a) as it does not contain a short and plain statement of the claim showing that the pleader is entitled to relief. It appears that Plaintiff filed this complaint in order to have counsel appointed to assist in the appeal of an arbitrator decision. The United States District Court is not the proper venue for such a request. Plaintiff is granted leave to amend the complaint if she believes she can give a clear and concise statement of facts that properly state a claim on which relief may be granted. TEXT ONLY ORDER entered by Judge James E. Shadid on 3/26/20: Plaintiff filed a #2 Motion for Leave to Proceed in forma pauperis. The Court finds Plaintiff lacks sufficient resources to prepay the filing fee in this case, and therefore GRANTS Plaintiff's #2 Motion for Leave to Proceed. The Clerk is directed to forward Plaintiff two blank copies of the summons. Plaintiff must fill out a summons for each Defendant, including an address for service, and return it to the Clerk by 4/16/2020 for issuance and service by the United States Marshal. Fed. R. Civ. P. 4(b). Plaintiff also filed a #3 Motion to Request Counsel that is incomplete and without documentation showing she has asked several attorneys to represent her in this case.
