May 20, 2020 Opinion or Order TEXT ORDER: On May 19, 2020, Plaintiff, Harold William Van Allen, proceeding pro se, filed a #1 Complaint of Judicial Misconduct against the Chief Judge(s) of every U.S. Circuit Court of Appeals and certain members of the U.S. Supreme Court, among others, with the Court. Plaintiff's cause of action is indecipherable and includes copies of orders and decisions from other federal district courts and national agencies. This Court is not the proper venue for Plaintiff's Complaint. The Judicial Conference of the United States Committee on Judicial Conduct and Liability provides, "If you believe that a federal judge committed misconduct or has a disability, you may file a complaint about it with the proper court office. If the complaint is against a United States District Judge, a United States Bankruptcy Judge, or a United States Magistrate Judge, you must file it at the clerk's office of the United States Court of Appeals for the region ("circuit") in which the judge serves. If the complaint is against a judge of the United States Court of Appeals for the Federal Circuit, you must file it at the circuit executive's office for that court. If the complaint is against any other United States Circuit Judge, or against a judge of a national court (the Court of International Trade or the Court of Federal Claims), you must file it at the clerks office of the court on which that judge serves. The proper court office is the only place authorized to receive your complaint. You should not give or copy your complaint to any judge or any other office or employee in the Judiciary. Also, you should not communicate about your complaint with judges or others in the Judiciary, except at their request or as otherwise allowed by the Rules." Accordingly, the Clerk of Court is directed to STRIKE #1 Plaintiff's Complaint, terminate the cause of action, and mail a copy of this Order to the address listed in Plaintiff's motion, as Plaintiff's Complaint clearly fails to comply with CDIL-LR 40.1. Plaintiff is admonished that any further improper filings with the Court may result in judicial sanctions. Entered by Judge Michael M. Mihm on 05/20/2020. (JA, ilcd)
