The Clerk is directed to send copies of both orders to Petitioner at his new address. Because Petitioner did not yet receive a copy of the Courts orders, the Court will also extend Petitioners deadline to file a reply to the response #7 . If Petitioner wishes to file a reply, he may do so on or before March 7, 2022. The response #7 was served at Petitioners current address, so the Court presumes he has already received a copy of that filing.(ED)

Petitioner is DIRECTED to either pay the $5 filing fee or provide the Court with a signed Application to Proceed in District Court Without Prepaying Fees or Costs that also includes a copy of his trust fund ledger, certified by the appropriate institutional officer, showing all receipts, expenditures and balances for the last six months. Petitioner shall do so on or before February 28, 2022, or the Court will dismiss the case without prejudice for failure to pay the filing fee. The Clerk is DIRECTED to send Petitioner a copy of the forms for proceeding in forma pauperis. (RES)
