Plaintiff alleges that he resides in Kane, Greene County, Illinois, and that Defendant was a circuit judge in Jersey County, Illinois, where the incidents alleged in the Complaint occurred. Due to neither party residing in the Peoria Division of the Central District of Illinois and because a substantial part of the events or omissions giving rise to the claims occurred in the Southern District of Illinois, the Clerk is DIRECTED to transfer Plaintiff's case to the Southern District of Illinois.
