MERIT REVIEW ORDER entered by Judge Colin Stirling Bruce on 12/29/2025. IT IS, THEREFORE, ORDERED: 1. Plaintiff's motion to proceed in forma pauperis #5 is DENIED based upon his "three-strikes" status under the Prison Litigation Reform Act. 28 U.S.C. Section 1915(g). 2. This case is DISMISSED WITHOUT PREJUDICE based upon Plaintiff's failure to pay the filing fee, in full. All other motions are denied as moot, and all scheduled hearings are vacated. 3. Plaintiff may move the Court to re- open this case, but if he does so, his motion must be accompanied with the $405.00 filling fee required for this case. Otherwise, the Court will not re-open this case. 4. Plaintiff has until January 5, 2026, to pay the filing fee, in full, and to move to re-open this case. Otherwise, this case will remain closed. 5.
