June 1, 2026 Filing 18 TEXT ORDER granting #4 Petition to Proceed In Forma Pauperis entered by Chief District Judge Colin Stirling Bruce on 6/1/2026. Pursuant to 28 U.S.C. Section 1915(b)(1), Plaintiff is assessed an initial partial filing fee of $12.43. The agency having custody of Plaintiff is directed to forward the initial partial filing fee from Plaintiff`s account to the Clerk of Court within 30 days of this order. After payment of the initial partial filing fee (or immediately if no funds are available for that payment) the agency having custody of Plaintiff shall make monthly payments of 20 percent of the preceding month`s income credited to Plaintiff`s account to the Clerk of Court. Income includes all deposits from any source, including gifts. The agency having custody of the plaintiff shall forward these payments each time Plaintiff`s account exceeds $10, until the filing fee of $350 is paid in full. Accordingly, if Plaintiff desires to amend his Complaint to add a Defendant, add a claim, substitute a Defendant, or make any other modifications or clarifications, Plaintiff should: (1) file a motion seeking leave to do so in which he identifies the changes that he desires to make in his Complaint, and (2) attach a complete, proposed amended complaint that, if granted leave to file, will completely replace his original Complaint and will stand on its own without reference to or reliance upon his original complaint or some forthcoming addendum. Flannery v. Recording Indus. Ass"n of Am., 354 F.3d 632, 638 n.1 (7th Cir. 2004). Further, given Plaintiff's reference to "a pleading en route from California," the court reiterates that an individual may appear in the federal courts only pro se or through counsel, and a nonlawyer cannot handle a case on behalf of anyone except himself. Lewis v. Lenc-Smith Mfg., 784 F.2d 829, 830 (7th Cir. 1986); Georgakis v. Ill. State Univ., 722 F.3d 1075, 1077 (7th Cir. 2013). (KE)

May 20, 2026 Filing 9 TEXT ORDER entered by Chief District Judge Colin Stirling Bruce on 5/20/2026. Plaintiff's Amended Complaint #8 , filed on May 19, 2026, and docketed a motion seeking leave to file an amended complaint, is unsigned. "Every pleading, written motion, and other paper must be signed... by a party personally if the party is unrepresented." Fed. R. Civ. P. 11(a). "[C]ourts must strike unsigned documents unless the filing party promptly corrects them." Marcure v. Lynn, 992 F.3d 625, 627 (7th Cir. 2021) (emphasis added). Additionally, Plaintiff's filing was submitted via fax, in violation of Local Rule 83.11. Accordingly, the court STRIKES Plaintiff's Amended Complaint #8 , and to the extent that filing is construed as a request for leave, leave is DENIED. Additionally, a recently filed Motion for Preliminary Injunction and Temporary Restraining Order #7 is signed by Plaintiff but was mailed from California by one Aida Duenas, ostensibly pursuant to power of attorney granted to Duenas. The Seventh Circuit has made clear that "an individual may appear in the federal courts only pro se or through counsel." Lewis v. Lenc-Smith Mfg., 784 F.2d 829, 830 (7th Cir. 1986) (citing 28 U.S.C. Sec 1654); see also Georgakis v. Ill. State Univ., 722 F.3d 1075, 1077 (7th Cir. 2013) ("A nonlawyer can't handle a case on behalf of anyone except himself."). Any pleadings filed by a non-attorney representative will be stricken. See Kramer v. Saul, 2020 WL 2042904, at *1 (E.D. Wis. Apr. 28, 2020) (striking documents filed by on behalf of the plaintiff by his mother); Johnson v. Bank One N.A., 90 F. App'x 956, 957 (7th Cir. 2004) ("[A] power of attorney does not authorize its recipient to practice law."). Accordingly, the court STRIKES Plaintiff's Motion #7 . (KE)
