Filing 9 MERIT REVIEW OPINION: The clerk is directed to terminate Defendant West. The clerk is directed to enter the standard order granting Plaintiff's in forma pauperis petition and assessing an initial partial filing fee, if not already done, and to attempt service on Defendants pursuant to the standard procedures. The Clerk is directed to enter the standard qualified protective order pursuant to the Health Insurance Portability and Accountability Act. The clerk is directed to send this orde r to Plaintiff at Macon County Jail and to Graham Correctional Center. The IDOC website indicates that Plaintiff is currently in Graham Correctional Center, but Plaintiff has not filed a change of address. By September 23, 2016, Plaintiff is direct ed to file a change of address or this case will be dismissed without prejudice.
