TEXT ORDER entered by Magistrate Judge Eric I. Long on 2/7/19. Plaintiff's Motion for Subpoena #4 is DENIED. As the Court noted in its January 30, 2019, Text Order, Plaintiff's request is premature and the issue of "doe" Defendants will be addressed at the Rule 16 Scheduling Conference that will be set by the Court at a later date. The Court notes that during the Rule 16 Scheduling Conference, the Court will enter an Order that requires Defendants to try to identify the John Doe Defendant officers. TEXT ORDER entered by Magistrate Judge Eric I. Long on 2/4/19. On January 29, 2019, Plaintiff filed a Petition for Leave to Proceed In Forma Pauperis #2 seeking permission to proceed without the prepayment of fees or costs. Plaintiff's application lists several sections as "not applicable" despite the sections being clearly applicable to the Court's determination. Plaintiff also indicates that he receives "gifts or inheritances" as well as "income from other sources" but fails to provide any details regarding the frequency or amount of the payments. Plaintiff claims to have no housing costs, but does not describe his living situation. Plaintiff alleges that he has no money, but states that he gives money to his four children for child support. Plaintiff's application was submitted under penalty of perjury and is insufficient for the Court to determine Plaintiff's ability to pay the filing fee as the completion is vague due to minimal details. Plaintiff must pay the filing fee or submit a complete, detailed application to proceed in forma pauperis by the close of business on February 18, 2019.
