TEXT ORDER entered by Judge Colin Stirling Bruce on 10/8/2019. Petitioner's Motion for Leave to Amend #4 is DENIED. The Amended Petition is substantially similar to the Petition #1 denied by this court by written Order #2 entered October 7, 2019, and the court therefore finds that Petitioner's proposed amendment would be futile. Perrian v. OGrady, 958 F.2d 192, 13-94 (7th Cir. 1992). Petitioner's Motion for Leave to Register for Electronic Court Filing #5 is DENIED. The court finds, in its discretion, pursuant to Local Rule 5.5(B)(1), that the simple nature of Petitioner's case and the fact that it has been dismissed support denial of Petitioner's request.
