November 5, 2019	TEXT ORDER entered by Judge Sue E. Myerscough on 11/5/2019. Kenneth Brown, an inmate currently incarcerated in Danville Correctional Center, has sent a letter alleging that he should be granted clemency and also alleging various adverse events he endured in Vienna Correctional Center. The letter has been docketed as a new case, though whether Plaintiff actually intends to pursue an action is unclear. Plaintiff has already been informed that the denial of clemency does not give rise to a federal civil rights action, Brown v. Findley, 16-cv-3205 (C.D. Ill.), and Plaintiff's habeas corpus action was denied by the Northern District of Illinois in 2010, Brown v. Bartley, 2010 WL 960372 (N.D. Ill.). If Plaintiff pursues claims from occurrences which arose in Vienna Correctional Center, the proper venue is the Southern District of Illinois, as Plaintiff was told in Brown v. Baldwin, 16-cv-3215 (C.D. Ill.). The Court will not transfer this case to the Southern District since it is not clear that Plaintiff intends to bring an action, and Plaintiff will incur another strike if the Southern District determines that the allegations fail to state a claim. Further, Plaintiff may have already incurred three strikes. Brown v. Findley, 16-cv-3205 (CDIL); Brown v. Baldwin, 16-cv-3215 (CDIL); Brown v. Baldwin, 17-cv-298 (S.D. Ill.).
