TEXT ORDER entered by Judge Colleen R. Lawless on 11/13/2025. The Court STRIKES Plaintiff's unsigned Petition to Proceed in forma pauperis (IFP) #6 in this closed case. See Fed. R. Civ. P 11 ("Every pleading, written motion, and other paper must be signed by at least one attorney of record in the attorney's name-or by a party personally if the party is unrepresented."). If Plaintiff desires to reopen this case, he must file a signed Motion to Reconsider and provide good cause why he did not comply with the Court's September 11, 2025, Order that directed Plaintiff to either pay the filing fee or file a Petition to Proceed IFP. In addition, Plaintiff must also provide a signed IFP Petition and resubmit his Complaint, which is also unsigned. After the Plaintiff complies, the Court will consider his signed motion to reconsider. If granted, the Court will file Plaintiff's signed Complaint and consider his signed IFP Petition. The Court directs the Clerk of the Court to provide Plaintiff the Court's standard short form IFP Petition. Plaintiff's case remains closed until he complies fully with the Court's instructions. (KE)

TEXT ORDER entered by Judge Colleen R. Lawless on 10/10/2025. On September 11, 2025, the Court entered an Order directing Plaintiff to either pay the $405 filing fee or move to proceed without prepayment of fees by October 2, 2025. The Court warned that failure to comply without good cause would result in the dismissal of this case without prejudice. Plaintiff has not paid the filing fee or moved to proceed without prepayment of fees. Because Plaintiff has failed to pay the filing fee within the allotted time as ordered by this Court, the Court dismisses this suit pursuant to Federal Rule of Civil Procedure 41(b) without prejudice.(VH)

Within 21 days of the entry of this order, Plaintiff must pay the $405 filing fee in full or file a petition to proceed in forma pauperis with attached trust fund ledgers for the last 6 months. Failure to comply without good cause will result in dismissal of this case without prejudice, and the Plaintiff will still be responsible for payment of the filing fee. See 28 U.S.C. Sec. 1914. The Clerk is directed to send Plaintiff the forms for proceeding in forma pauperis. (KE)
