OPINION: The Plaintiff's Motion for Summary Judgment 10 is ALLOWED. The Defendant's Motion for Summary Affirmance 14 is DENIED. Pursuant to the fourth sentence of 42 U.S.C. § 405(g), the Clerk shall enter a Judgment. The decision of the Commissioner of Social Security is reversed and the case is remanded for further proceedings consistent with this Opinion. (SEE WRITTEN OPINION.)
