ORDER Entered by Judge Sue E. Myerscough on 7/20/16. Plaintiff's Application to Proceed in District Court Without Prepaying Fees or Costs (d/e 2 ) is DENIED with leave to refile because Plaintiff' Complaint fails to state aclaim for relief . Plaintiff's § 1983 false arrest claim against Defendant Tom Bonnett is DISMISSED without prejudice and with leave to replead. Plaintiff's claims against Defendants Steve McClure and Judge Patrick Kelley are DISMISSED with prejudice. Plaintiff's Motion to Request Counsel (d/e 3 ) is DENIED. If Plaintiff wishes to file an Amended Complaint against Defendant Bonnett, he shall do so on or before August 2, 2016.
