MERIT REVIEW OPINION: Plaintiff's complaint is dismissed without prejudice for failure to state a claim pursuant to 28 U.S.C. § 1915A. The Court will afford Plaintiff the opportunity to amend his complaint if he believes he can state a cla im. Plaintiff shall file an amended complaint, if any, on or before April 19, 2018. Plaintiff's Motion for Service of Process at Government's Expense (d/e 6 ) is DENIED AS MOOT with leave to refile. The clerk is directed to enter the standard order granting Plaintiff's in forma pauperis petition and assessing an initial partial filing fee, if not already done. SEE WRITTEN OPINION.
