TEXT ORDER: The Complaint, which challenges rules and regulations created by the University of Illinois at Urbana-Champaign and its officials, alleges venue is proper under 28 U.S.C. 1391 because the events giving rise the claims occurred in the Central District of Illinois. The Central District of Illinois is comprised of four divisions. Local Rule 40.1 identifies the division in which a complaint should be filed based on the county out of which the complaint arises. Complaints arising out of Champaign County shall be filed in the Urbana Division. CDIL-LR 40.1(D). The Court also notes that the Civil Cover Sheet identifies Champaign County as the county of residence of the first listed defendant.
