Pursuant to its merit review of the Complaint, the Court finds that Plaintiff's Complaint states four claims in violation of his First, Fourth, and Fourteenth Amendment rights: (1) a claim for excessive force against Defendants Kulhan, Davidson, Campbell, and John Doe; (2) a claim for deliberate indifference towards his serious medical needs against Defendants Kulhan, Davidson, Campbell, and John Doe; (3) a conditions of confinement claim against Defendants Kulhan, Campbell, Clark, Clayton, Orrill, and Pennock; and (4) a retaliation claim against Goorley, Pennock, and Jumper. Any additional claims shall not be included in the case, except at the Court's discretion on motion by a party for good cause shown or pursuant to Federal Rule of Civil Procedure 15. The Clerk is directed to enter the standard qualified protective order pursuant to the Health Insurance Portability and Accountability Act. The Clerk of the Court is directed to attempt service of process pursuant to the Court's standard procedures on the following Defendants: Kulhan, Davidson, Campbell, Clark, Clayton, Orrill, and Pennock, Goorley, and Jumper. The Clerk of the Court is directed to dismiss all other named Defendants because Plaintiff's Complaint fails to state a claim against those Defendants upon which relief can be granted.
