TEXT ORDER entered by Chief Judge Sara Darrow on 2/19/2020. Plaintiff's Motion #15 is GRANTED insofar as it seeks clarification and DENIED as to any other relief requested. The Court will screen Plaintiff's complaint pursuant to 28 U.S.C. Sec. 1915A in due course as the docket permits. Plaintiff filed two motions to request counsel #4 #14 . Plaintiff has no constitutional or statutory right to counsel in this case. In considering the Plaintiffs motion, the court asks: (1) has the indigent Plaintiff made a reasonable attempt to obtain counsel or been effectively precluded from doing so; and if so, (2) given the difficulty of the case, does the plaintiff appear competent to litigate it himself? Pruitt v. Mote, 503 F.3d 647, 654-55 (7th Cir. 2007). Plaintiff attached letters he received from attorneys regarding his requests for pro bono representation. Plaintiff submitted a portion of the same letters in another case in support of a motion for counsel, see Blanchard v. Baldwin, No. 18-3304, ECF No. 28 (C.D. Ill., filed Apr. 29, 2019). The Court cannot determine whether these responses are relevant to this case, Plaintiff's other case, or both. Plaintiff also does not provide any information regarding his level of education, certifications he holds, or jobs he has held. In the absence of this information, and given the early stages of this case, the Court cannot ascertain at this time whether this case exceeds Plaintiff's ability to litigate it himself. Plaintiff's motions #4 #14 are DENIED with leave to renew.(SAG, ilcd)

TEXT ORDER granting #12 Petition to Proceed In Forma Pauperis. Pursuant to 28 U.S.C. Section 1915(b)(1), Plaintiff is assessed an initial partial filing fee of $7.50. The agency having custody of Plaintiff is directed to forward the initial partial filing fee from Plaintiff's account to the Clerk of Court. After payment of the initial partial filing fee (or immediately if no funds are available for that payment) the agency having custody of Plaintiff is directed to make monthly payments of 20 percent of the preceding month's income credited to Plaintiff's account to the Clerk of Court. Income includes all deposits from any source. The agency having custody of the plaintiff shall forward these payments each time Plaintiff's account exceeds $10, until the filing fee of $350 is paid in full.
