Counsel addressed the question whether venue is proper in the Northern District of Illinois and whether this case should be transferred to the Central District of Illinois. By November 7, 2019, Defendants must file a statement disclosing, on a defendant-by-defendant basis, the judicial district where each Defendant resides. By November 14, 2019, the Plaintiff must file a memorandum addressing both (1) whether venue is proper in the Northern District of Illinois, and (2) whether this case should be transferred to the Central District of Illinois. By December 3, 2019, Defendants must file a response to Plaintiff's memorandum, if they wish. Defendants are free to file a motion to transfer the case before Plaintiff files the memorandum on November 14, 2019. If Defendants file a motion to transfer before that date, the briefing schedule will follow the Federal Rules of Civil Procedures, the Local Rules, and Judge Seeger's Standing Order. Given the possibility of transferring this case, the Court hereby stays all disclosures required under the Mandatory Initial Discovery Pilot Program. Pursuant to General Order 17-0005, this case falls within the Mandatory Initial Discovery Pilot (MIDP) Project, and the "Standing Order in MIDP Cases" now governs the conduct of the litigants in this matter. Under the MIDP, this Court shall enforce the MIDP Standing Order via the Court's inherent authority (including the contempt of court power) and the Federal Rules of Civil Procedure.
