November 15, 2022 Opinion or Order TEXT ORDER entered by Judge James E. Shadid on 11/15/2022. Plaintiff has submitted a 17-page letter complaining about conditions at the Adams County Jail which has been filed as a complaint pursuant to 42 U.S.C. 1983. See Bahler v Lopez, 2007 WL 1375924 (7th Cir. May 10, 2007)(clerk may not refuse pro se plaintiff's initial submission, a letter, for failing to follow Fed.R.Civ.P. 8). However, Plaintiff has not paid the required $402 filing fee, nor has he filed a motion to proceed in forma pauperis (IFP). In addition, Plaintiff's complaint does not clearly identify his intended Defendants, nor which claims he wishes to pursue in this lawsuit. Therefore, within 21 days or on or before 12/6/2022, Plaintiff must either pay the filing fee in full or file a motion to proceed IFP. In addition, Plaintiff must file an amended complaint. The Clerk is to provide Plaintiff with a complaint form and IFP form to assist him. Plaintiff must clearly identify each Defendant. In addition, his complaint must include numbered paragraphs. Each paragraph should briefly state Plaintiff's allegations. For instance, what happened, who was involved, when it occurred, where it happened, and what impact did it have on Plaintiff. If Plaintiff fails to file an amended complaint and fails to either pay the $402 filing fee or file an IFP motion on or before 12/6/2022, his case will be dismissed.(SAG)
