TEXT ORDER entered by Magistrate Judge Eric I. Long on 2/17/2026. Plaintiff filed a Motion for Leave to Proceed in Forma Pauperis #2 . Therein, Plaintiff reports no income but does not explain how she pays her expenses. Plaintiff's Motion #2 is DENIED with leave to refile. Plaintiff may refile her application, but if she does so, she is directed to submit the Application to Proceed in District Court Without Prepaying Fees or Costs (Long Form in forma pauperis). Plaintiff must fill out the form in its entirety and include an explanation for how she has no income and yet pays her expenses. Plaintiff must refile the Application or pay the filing fee within 21 days of the entry of this Order. Failure to do so will result in dismissal of this case without prejudice. The Clerk is directed to provide Plaintiff with a copy of the Application to Proceed in District Court Without Prepaying Fees or Costs (Long Form in forma pauperis). (ED)

TEXT ORDER entered by Magistrate Judge Douglas J. Quivey on 2/9/2026: Before the Court is Plaintiff Holmes' Complaint alleging civil rights violations by the City of Decatur ("Decatur"), located in Macon County, and various Decatur employees. (Doc. 1). Plaintiff is a resident of Decatur and states in her Complaint that venue is proper because all events occurred in Macon County, Illinois. (Doc. 1 p. 2). Because Macon County is within the jurisdiction of the Urbana Division in the Central District of Illinois, proper venue is with the Urbana Division and not the Springfield Division. Accordingly, the Court orders that this case be transferred to the Urbana Division and reassignment made. See Local Rule 40.1(D) ("All complaints and subsequent filings in cases which arise from the following counties: Champaign, Coles, Douglas, Edgar, Ford, Iroquois, Kankakee, Macon, Moultrie, Piatt, and Vermilion will be filed at URBANA, ILLINOIS."Accordingly, this case and the corresponding hearings are reassigned to Judge Colin Stirling Bruce and Magistrate Judge Ronald L Hanna for further proceedings.
