TEXT ORDER entered by Magistrate Judge Douglas J. Quivey on 8/11/2026: Before the Court is Plaintiff's Renewed Motion for Appointment of Counsel Pursuant to 28 U.S.C. Section 1915(e)(1). (Doc. #48 ). Plaintiff presents only one new argument that was not present in his prior motion. Plaintiff argues that a "systemic 'conflict web'" makes it impossible for him to navigate state forum in bringing ADA and citizen criminal complaints in Illinois alone. (Doc. #48 , p. 1-2). This Court does not have the ability to recruit or appoint counsel for actions filed in Illinois State forums. Further, Plaintiff has not sufficiently demonstrated that he is incapable of litigating this case himself at this stage of the litigation. As stated before, Plaintiff is currently an active member of the Illinois Bar. Additionally, in spite of his medical infirmities, Plaintiff has shown that he can adequately communicate his positions to the Court. Therefore, for these reasons, Plaintiff's Motion is DENIED. (KLC)

TEXT ORDER entered by Magistrate Judge Douglas J. Quivey on 8/3/2026: Plaintiff's motion for a protective order #45 is DENIED. Title 18 USC Section 1514 authorizes a United States District Court to enter a temporary restraining order "upon application of the attorney for the Government...." Id. Plaintiff, who is a licensed attorney and who is representing himself, is not an attorney for the Government in this case. Accordingly, 18 USC Section 1514 is inapposite. Similarly, Federal Rule of Civil Procedure 26(c) is inapposite. Federal Rule 26(c)(1) authorizes a United States District Court to enter a protective order that protects "[a] party or any person from whom discovery is sought...." Id. In his motion, Plaintiff does not seek a protective order that is related to discovery. Instead, Plaintiff seeks protection for his minor children, but such protection is not within the parameters of Federal Rule 26. To the extent that Plaintiff's motion falls within the gambit of Federal Rule 26, Federal Rule 26 requires the movant to "include a certification that the movant has in good faith conferred or attempted to confer with the other affected parties in an effort to resolve the disputed without court action." Id. Plaintiff has not included any such certification. Finally, Plaintiff's request for leave to file under seal is denied. Plaintiff's request would require the Court to enter an advisory opinion, which the Court will not do, because the Court does not yet know whether any document(s) should be sealed. Moreover, Plaintiff's request does not comply with Local Rule 5.10. Finally, the wholesale sealing of documents is improper in federal court because "[d]ocuments that affect the disposition of federal litigation are presumptively open to public view." Goesel v. Boley Int'l (H.K.) Ltd., 738 F.3d 831, 833 (7th Cir. 2013). Accordingly, Plaintiff's motion for a protective order is denied. (KLC) Modified on 8/4/2026 to add Judge's name. (KLC)
