TEXT ORDER entered by Judge Sue E. Myerscough on 1/14/2020. A letter has been filed, purportedly signed by Plaintiff Keith Hill, asserting that anything filed in his name after a separate lawsuit filed on September 30, 2019 does not have his approval. The letter alleges that another resident (Andre Adams) had Mr. Hill's approval to file the other lawsuit, but that Mr. Hill believes that Mr. Adams is now submitting filings with Mr. Hill's signature that Mr. Hill has not authorized. Mr. Adams purportedly disputes Mr. Hill's assertion, as evidenced by a letter filed in Mr. Hill's other case (19-cv-4188). Regardless of whether Mr. Hill intended to file this case, Mr. Hill apparently does not wish to pursue this case anymore. This case is dismissed without prejudice and closed. No judgment will enter. Mr. Hill's petition to proceed in forma pauperis is denied as moot. #3 . (KE, ilcd)

TEXT ORDER entered by Judge Sue E. Myerscough on 11/22/2019. This Court has instituted a reduced payment procedure for indigent plaintiffs who are institutionalized but who are not prisoners as defined in 28 USC Section 1915(h). A reduced payment is assessed of 50% of such plaintiff's average monthly income for the six months preceding the filing of the complaint (not to exceed the $400 filing fee).Income includes all deposits from any source. The plaintiff Keith D Hill is currently detained at Rushville Treatment and Detention Facility, and is thus subject to the reduced payment procedure. However, the plaintiff's ledgers for the past six months show an average monthly income of $1.00 or less. No reduced filing fee will be assessed. (KE, ilcd)
