TEXT ORDER entered by Judge Colin Stirling Bruce on 2/10/2020. Plaintiff's motion for extension of time to file an amended complaint #7 is DENIED. Plaintiff asks the Court for a thirty (30) days within which to file an amended complaint. Plaintiff claims that he received improper advice from his fellow inmates and that he wants to file a new complaint showing that this Court has jurisdiction. It may well be that Plaintiff possesses a claim over which this Court possesses jurisdiction. However, the Court cannot rule in a vacuum because Plaintiff has not provided it with a proposed amended complaint, and it is clear, based upon Plaintiff's current complaint, that this Court does not have jurisdiction over the claim asserted in his Complaint. Therefore, if Plaintiff wants to file a new claim over which he believes that this Court has jurisdiction, he must file a new case for which there will be a new filing fee because this case has already been transferred to the Illinois Court of Claims. TEXT ORDER entered by Judge Colin Stirling Bruce on 12/17/2019. Plaintiff has filed a Complaint but has not paid the $400 filing fee nor filed a petition to proceed in forma pauperis. Within 21 days of the entry of this order, Plaintiff must pay the $400 filing fee in full or file a petition to proceed in forma pauperis with attached trust fund ledgers for the last 6 months. Failure to comply without good cause will result in dismissal of this case without prejudice, and the Plaintiff will still be responsible for payment of the filing fee. See 28 U.S.C. Sec. 1914.
