TEXT ORDER entered by Chief Judge Sara Darrow on November 5, 2024. Plaintiff's Complaint arises out of a traffic stop and pursuit by police officers. Plaintiff alleges that venue is proper in the Central District of Illinois under 28 U.S.C. 1391(b) "because a substantial part of the events giving rise to the claims alleged herein arose in this District." #1 Compl. para. 2. But Plaintiff alleges that the events at issue in this case happened between "the area of 5200 Grand Avenue" and "the area of Kimberly Road and Elmore Avenue," both of which are in Davenport, Iowa. Id. paras. 7-8. There are no allegations relating to Illinois. Moreover, the Complaint's caption identifies the Springfield Division even though Plaintiff filed it in the Rock Island Division and the Complaint does not comply with Civil Local Rule 40.1(E)(2)'s requirement that "the initial pleadings in each case must state the basis for filing in the division selected." The Court sua sponte ORDERS Plaintiff to show cause as to why this case should not be transferred to the Eastern Division of the United States District Court of the Southern District of Iowa under 28 U.S.C. 1406(a) by November 19, 2024.
