TEXT ORDER entered by Judge Michael M. Mihm on 12/5/2025. On October 28, 2025, the Court was informed that Plaintiff was no longer in custody of Rock Island County. The Court ordered Plaintiff to update his address within 14 days. No updated address has been filed. On November 12, 2025, the Court entered a Merit Review Order #8 finding Plaintiff's complaint did not state a claim, dismissed it for failure to state a claim, and allowed 21 days to replead, warning that failure to replead would subject the case to dismissal. No amended pleading was filed by the deadline. The deadlines have passed, without Plaintiff paying the filing fee, filing a proposed amended complaint, or seeking additional time. The Court dismisses this suit without prejudice for failure to prosecute, failure to follow Court orders, and failure to state a claim, pursuant to Federal Rule of Civil Procedure 41(b) and 28 U.S.C. Sec 1915A. Judgment to enter for Defendants. Because this action has been dismissed for failure to state a claim, a future Court may find that it counts as a "strike" for Prison Litigation Reform Act Purposes. (KE)

MERIT REVIEW ORDER entered by Judge Michael M. Mihm on 11/12/2025. IT IS THEREFORE ORDERED: 1. Plaintiff's Motion to Request Counsel #4 is DENIED. 2. Pursuant to its merit review of the Complaint under 28 U.S.C. Sec. 1915A, the Court finds that Plaintiff has failed to state a claim for relief. His allegations are too vague and non-specific to put either Defendant on notice of a claim against them. Plaintiff's Complaint is DISMISSED without prejudice for failure to state a claim. 3. The Court will allow Plaintiff the opportunity to file an Amended Complaint, within 21 days of this Order. Failure to file an Amended Complaint will result in the dismissal of this case, without prejudice, for failure to state a claim. See full written Order. (VH)

| NOTICE: The Clerk of the Court has been informed by Rock Island County Jail that effective immediately, Plaintiff has been transferred to Knox County Jail 152 South Kellogg St., Galesburg, IL 61401. Plaintiff is reminded that he is under a continuing obligation to keep the Clerk and each opposing party informed of any change in his location. Pursuant to Central District of Illinois Local Rule 16.3(K), every pro se plaintiff must notify the Clerk of this court in writing of any change of address during the entire pendency of his case. It is not the Court's responsibility to independently maintain current addresses on all parties to pending actions. As a courtesy to Plaintiff, however, the Clerk is DIRECTED to send a copy of this Notice to Plaintiff at the institution where he has reportedly been transferred. Plaintiff shall, no later than 14 days from the date of this Notice, file a notice of change of address with the Clerk. TEXT ORDER granting #3 Petition to Proceed In Forma Pauperis. Pursuant to 28 U.S.C. Section 1915(b)(1), Plaintiff is assessed an initial partial filing fee of $.80. The agency having custody of Plaintiff is directed to forward the initial partial filing fee from Plaintiff's account to the Clerk of Court within 30 days of this order. After payment of the initial partial filing fee (or immediately if no funds are available for that payment) the agency having custody of Plaintiff shall make monthly payments of 20 percent of the preceding month's income credited to Plaintiff's account to the Clerk of Court. Income includes all deposits from any source, including gifts. The agency having custody of the plaintiff shall forward these payments each time Plaintiff's account exceeds $10, until the filing fee of $350 is paid in full. The Clerk is directed to mail a copy of this order to Plaintiff's place of confinement, to the attention of the Trust Fund Office, and to Plaintiff. Prisoner Prepayment due by 9/17/2025.
