TEXT ORDER entered by Magistrate Judge Douglas J Quivey on 7/13/2026. In an Order #5 entered on May 7, 2026, the court for the Northern District of Illinois denied Plaintiff's application to proceed in forma pauperis, citing a filing restriction imposed upon Plaintiff by the Seventh Circuit. See Powers v. Wilcoxen, No. 19-2478 (7th Cir. Apr. 20, 2020); Powers v. McCoy, No. 19-2904 (7th Cir. Nov. 22, 2024) (denying Powers' motion to rescind the filing bar and explaining that he may not move to rescind the bar "earlier than two years from the date of this order."). The Northern District court also transferred the matter to this Court and referred to this Court "any decision about the appropriateness of sanctions for Powers' failure to disclose his full litigation history and for having applied to proceed IFP despite his knowledge of his filing restriction." Plaintiff has not paid the required filing fee, though he has filed three letters #10 , #11 , #12 alluding to the fact that he is unable to do so. The Court will grant Plaintiff 14 more days to pay the required $405 filing fee in this matter. Failure to do so will result in dismissal of this case without prejudice. (KE)

ORDER: The court denies Thomas Powers' motion to proceed in forma pauperis #3 . Because Powers is subject to a restriction on his ability to proceed IFP by a Seventh Circuit order, the motion to proceed in forma pauperis is denied and Powers must pay the full $405 filing fee. See Powers v. Wilcoxen, No. 19-2478 (7th Cir. Apr. 20, 2020); Powers v. McCoy, No. 19-2904 (7th Cir. Nov. 22, 2024) (denying Powers' motion to rescind the filing bar and explaining that he may not move to rescind the bar "earlier than two years from the date of this order."). Moreover, the court transfers this case to the Central District of Illinois, as this case concerns events that occurred in the Central District. This court refers to the Central District any decision about the appropriateness of sanctions for Powers' failure to disclose his full litigation history and for having applied to proceed IFP despite his knowledge of his filing restriction.
