TEXT ORDER entered by Judge Michael M. Mihm on 5/27/2026. Plaintiff filed a Complaint #1 under 42 U.S.C. Sec. 1983 alleging violations of his constitutional rights. Venue for federal civil rights actions is governed by 28 U.S.C. Sec. 1391(b). According to that statute, such actions may be brought only in (1) the judicial district where any defendant resides (if all defendants reside in the same State), (2) a judicial district in which a substantial part of the events or omissions giving rise to the claim occurred, or (3) a judicial district in which any defendant may be found, if there is no district in which the action may otherwise be brought. Plaintiff files suit against Defendant Steve Glazier, the Assistant Director for the Department of Human Services Conditional Release Program. In his Complaint, Plaintiff states the Northern District of Illinois is the appropriate venue for this action because it is where the events giving rise to this action occurred and where Defendant Glazier works. (Doc. #1 at p. 2). Plaintiff states Defendant Glazier is located in Oakbrook, Illinois. Id. at p. 3. Oakbrook is located in DuPage County, Illinois, which is situated in the federal judicial district of the Northern District of Illinois Eastern Division. See 28 U.S.C. Sec. 93(a)(1). It appears that a substantial part of the events or omissions giving rise to the claims in this lawsuit occurred in the Northern District of Illinois, and Defendant Glazier is located in Northern District of Illinois. The Court therefore finds that venue over this proceeding is in the Northern District and that it is in the interest of justice for this cause to be transferred there. See 28 U.S.C. Sec. 1404(a). No summons shall issue in this action unless directed by the transferee court. The Clerk is directed to transfer this case to the United States District Court for the Northern District of Illinois.
