Filing 65 MEMORANDUM Opinion and Order: The Court grants Haynes' motion to vacate the judgment entered on August 12, 2013, as well as the included motion for leave to amend his complaint. 61 Haynes has 21 days to file an amended complaint in order to c ure the deficiencies in his original complaint. Filing 59 MEMORANDUM Opinion and Order. For the foregoing reasons, Defendants' motion to dismiss is granted. 15 27 Haynes' federal claims are dismissed, and the Court declines to exercise supplemental jurisdiction over Haynes' remaining st ate law claims. Although pro se complaints are liberally construed, Haynes had no trouble laying out a very detailed history of the events in question. The Court understands Haynes' frustration that his redevelopment project did not materialize after years of planning, but Haynes has not identified any plausible federal claim that would entitle him to relief.
