August 12, 2013 Opinion or Order Filing 59 MEMORANDUM Opinion and Order. For the foregoing reasons, Defendants' motion to dismiss is granted. 15 27 Haynes' federal claims are dismissed, and the Court declines to exercise supplemental jurisdiction over Haynes' remaining st ate law claims. Although pro se complaints are liberally construed, Haynes had no trouble laying out a very detailed history of the events in question. The Court understands Haynes' frustration that his redevelopment project did not materialize after years of planning, but Haynes has not identified any plausible federal claim that would entitle him to relief.
