Battle's substantive due process claim (Count I) and state law claims (Count III and IV) are dismissed with prejudice. Battle's procedural due process claim (Count I) and equal protection claim (Count II) are dismissed without prejudice. Defendant Walgr een is dismissed as a defendant. Battle shall file an amended complaint that cures the deficiencies outlined herein within fifteen days of the issuance of this Memorandum Opinion and Order.
