MEMORANDUM Opinion and Order signed by the Honorable Edmond E. Chang. For the reasons stated in the Opinion, Plaintiffs' motion for summary judgment 23 is denied as to the Section 1983 claims; Defendants' motion for summary judgment 34 is granted as to the Section 1983 claims; and supplemental jurisdiction is relinquished over the state-law claims. The case is remanded to the Circuit Court of DuPage County. A separate AO-450 judgment will be entered. The status hearing of 09/20/2016 is vacated. Civil case terminated. (pjg, )
